Westlake City Council is expected to approve Thursday a rezoning measure that will allow for a Holiday Inn Express hotel to be constructed on Clemens Road.

If passed, the ordinance will change the zoning of a parcel in question from exclusive industrial to the hotel/motel category. The city’s Planning Commission gave its blessing to the rezoning request at its Feb. 3 meeting.

All rezoning measures require a public hearing, and one on this matter has been scheduled just prior to council’s regular meeting at 8 p.m. Thursday.

The proposed Holiday Inn Express

will be built by Alliance Hospitality, a Columbus-based hotel management and real estate investment company, which currently owns 14 hotels, according to the company’s website. The company owns a Hampton Inn in Middleburg Heights.

The rezoning is being opposed by Twin Tier Hospitality, the owner of the Holiday Inn Westlake located on Crocker Road. In a Jan. 30 letter to the city’s Planning and Economic Development Department, an attorney representing Twin Tier, said the rezoning would unnecessarily reduce the land available for industrial development in Westlake.

“More importantly, it is our opinion that there is no market for such a hotel in that location,” wrote Anthony J. Coyne, president of Mansour, Gavin, Gerlack & Manos Co., LPA.

Coyne revealed that the Holiday Inn Westlake will be converted to a DoubleTree by Hilton hotel as part of a $7 million renovation. Twin Tier also is relocating its corporate offices from Sayre, Pa., to offices within the Crocker Road hotel. That move, Coyne said, will bring 25 new jobs to Westlake.

“We are very concerned that adding another limited service hotel will further dilute the market and risk the development or redevelopment of a full service, high quality chain in the city of Westlake,” Coyne wrote.

Ohm Patel, the managing director of Alliance Hospitality, said Twin Tier’s opposition is motivated by self-interest.

In a Feb. 3 letter to the city, Patel said the majority of the hotels in the area are “substantially outdated and not to current standards and expectations of today’s current leisure and business guests.”

A renovation of the Holiday Inn Westlake would not rectify this, Patel said.

“Even with planned updates, that hotel will not be brand new but will instead be a refurbished, decades old hotel,” Patel wrote.

Alliance Hospitality owns 14 hotels, according to the company’s website, including the Hampton Inn in Middleburg Heights. Twin Tiers, owns 15 hotels in Pennsylvania, Massachusetts, New York and Ohio. The Radisson Hotel in North Olmsted and the Holiday Inn in Strongsville are among Twin Tier’s properties. A year ago, Twin Tier rebranded its Beachwood Holiday Inn facility as a DoubleTree by Hilton property.
